Yes, Pepper's Cottage is in a very safe neighborhood. The cottage is located behind my family's house that I grew up in, that my mother grew up in and her mother before her.

Everyone in this neighborhood are friends or knows my family and I. They are all supportive of Pepper's Cottage and very respectful of the guests at the cottage. My guests always tell me how comfortable and relax  they feel at the cottage.

The same can be said of Pepper's Bed & Breakfast. I didn't grow up in the neighborhood, but the people there are very friendly and will greet you with a smile.
